十八大报告

1.稳步推进大部门制改革，健全部门职责体系。优化行政层级和行政区划设置，有条件的地方可探索省直接管理县（市）改革，深化乡镇行政体制改革。

1. We should steadily advance the reform to establish larger government departments and improve division of functions among them. We should improve the structure of administrative setup and geographical administrative divisions, experiment with the reform to place counties and county-level cities directly under the jurisdiction of provincial governments where conditions permit, and deepen reform of the administrative system at the town and township level.
