十七大报告

1. 深化乡镇机构改革，加强基层政权建设，完善政务公开、村务公开等制度，实现政府行政管理与基层群众自治有效衔接和良性互动。发挥社会组织在扩大群众参与、反映群众诉求方面的积极作用，增强社会自治功能。

1. We need to deepen institutional reforms at the town and township level to strengthen government authorities there and improve the systems for transparency in government and village affairs to bring about effective connection and beneficial interaction between government administration and primary-level self-governance. We also encourage social organizations to help expand the participation by the public and report on their petitions to improve the self-governance capability of society.
