1. 制定实施西部大开发“十三五”规划，实施新一轮东北地区等老工业基地振兴战略，出台促进中部地区崛起新十年规划，支持东部地区在体制创新、陆海统筹等方面率先突破。

1. We will draw up and implement the 13th five-year plan for the large-scale development of the western region, implement a new round of strategies for revitalizing the old industrial bases in the Northeast and other parts of the country, adopt the new ten-year plan for fuelling the rise of the central region, and support the eastern region as it leads the country in making breakthroughs in institutional innovation and coordinated land and maritime development.
