1. 牢牢把握发展实体经济这一坚实基础，实行更加有利于实体经济发展的政策措施，强化需求导向，推动战略性新兴产业、先进制造业健康发展，加快传统产业转型升级，推动服务业特别是现代服务业发展壮大，合理布局建设基础设施和基础产业。

1. We should focus on developing the real economy as a firm foundation of the economy. We should adopt policies and measures to better facilitate the development of the real economy. We should make the economy more demand-driven, promote the sound growth of strategic emerging industries and advanced manufacturing industries, speed up the transformation and upgrading of traditional industries, develop and expand the service sector, especially modern service industries, and make the geographical and structural layout of the development of infrastructure and basic industries more balanced.
