1. 加快人才发展体制机制改革和政策创新，建立国家荣誉制度，形成激发人才创造活力、具有国际竞争力的人才制度优势，开创人人皆可成才、人人尽展其才的生动局面。

1. We should accelerate reform of institutions and mechanisms for talent development, adopt innovative policies for this purpose and establish a national system of honors. We should form an internationally competitive personnel system that is capable of firing the creativity and talent of people, and thus foster a dynamic environment in which everyone can fully tap their potential and put their talent to best use.
